中国勘察设计协会建筑环境与能源应用分会的前身是全国暖通空调技术信息网，成立于1977年，挂靠在原建设部科技情报研究所，其成员构成以国务院各部委、各省市自治区和各军兵种系统设计单位为主体，还有部分科研单位、院校及生产企业，是全国性的、非营利的暖通空调工程设计专业信息社团组织，在我国暖通空调行业中具有较高知名度和影响力。

　　随着我国经济体制改革不断深入，为顺应形势，更好地为暖通空调行业服务，信息网进行改制，申请加入中国勘察设计协会。经中国勘察设计协会同意，2005年9月13日民政部批准全国暖通空调技术信息网转制为中国勘察设计协会建筑环境与设备委员会。基于转制后委员会职能继续转变和服务范围进一步拓展的实际情况，2009年6月，经中国勘察设计协会和民政部批准，专业委员会更名为中国勘察设计协会建筑环境与能源应用分会。

　　中国勘察设计协会建筑环境与能源应用分会现有团体会员单位65个，基本覆盖了全国建筑环境与设备工程设计单位。在中国勘察设计协会的领导下，按照分会章程加强分会建设，提升分会工作能力，分会遵循“提供服务、反映诉求、规范行为”的原则开展工作，拓宽服务范围，积极开展各项工作：广泛开展信息交流、技术开发、咨询服务，大力促进设计、科研、生产企业之间的沟通与合作，形成合力，共同提高暖通空调学术水平;建立分会官方网站www.shejis.com;开展建筑环境与设备工程优秀设计评审;编辑出版专业刊物，如《建筑环境&设备》(分会)、《江苏暖通空调制冷》、《暖通空调技术》(上海)、《暖通空调》(福建)、《山东暖通空调》、《浙江暖通空调》、《湖南暖通空调》、《北京暖通技术信息》等;加强信息化建设，根据工程设计发展趋势合作开发软件和宣传推介新型功能软件;努力把分会建设成为专业技术与工程设计经验交流的平台，联系政府、市场企事业的桥梁纽带，推动行业发展与市场繁荣的助推器。

　　中国勘察设计协会建筑环境与能源应用分会的宗旨是：遵守宪法、法律、法规和国家政策，坚持为社会主义现代化服务，发挥分会在政府、企业之间的桥梁纽带作用，以合理使用资源，保护环境、创建绿色生活和工作环境为重点，广泛组织会员单位和暖通空调行业的科技人员，积极开展信息交流、技术开发、咨询服务，促进科技成果转化为生产力，促进暖通空调学术创新与提高，促进暖通空调行业可持续发展。

　　中国勘察设计协会建筑环境与能源应用分会的主要任务是：

　　1. 实施政府主管部门和中国勘察设计协会授权的行业管理和职能工作。

　　2. 协助中国勘察设计协会做好对会员单位的管理工作。

　　3. 协助中国勘察设计协会参与优秀设计项目的评选工作。全面了解行业现状和发展动向，收集行业技术、管理信息，推进开发利用，实现资源共享。

　　4. 积极组织行业技术交流、信息介绍、工程与产品评审、咨询服务和协作攻关等活动。

　　5. 编辑出版信息性、科普性、专题性刊物和技术资料，促进业内交流。

　　6. 根据国家发展战略、重点攻关项目及重大工程建设的需要，承办有关领导部门委托的工作。

　　7. 关注行业发展与社会经济建设，向政府有关部门提出建议。

　　8. 开展国际间专业学术交流与合作。

　　在建设资源节约型、环境友好型的和谐社会中，建筑环境与设备专业的地位与作用无可替代，暖通空调行业担负着极为重要的社会责任和历史重担，分会及分会成员单位正以以强烈的历史责任感和自信心，认真贯彻科学发展观，振奋精神，团结奋斗，按照“节能、创新、适用”主题，发挥设计在工程建设中的引领作用，加强科研、生产与设计的沟通与合作，促进市场繁荣和行业可持续发展，为把我国建筑环境与设备工程设计水平提升到世界先进水平，为我国工程建设领域的节能减排作出新的贡献。

　　China National HVAC Technical Information Organization, founded in 1977 and affiliated to the former Science & Technology Information Institute of the Construction Ministry, is the predecessor of the Building Environment and Facilities Branch of China Exploration & Design Association. It is a national and nonprofit organization for HVAC engineering designing, composed mainly of ministerial, provincial and municipal design firms, involving related research institutes, colleges or universities and HVAC manufacturers as its members nationwide, with high

　　repute and influence in HVAC field in China.In progression of economical system reform, for acclimating the situation and serving for the HVAC field better, the China National HVAC Technical Information Organization applied for affiliating to the China Exploration & Design Association. With the approval of the Association and the Ministry of Civil Affairs, the China National HVAC Technical Information Organization renamed as the Building Environment and Facilities Council of China Exploration & Design Association on Sep. 13, 2005. According to the situation of function conversion and the expansion of service extent, the Council renamed as the Building Environment and Facilities Branch of China Exploration & Design Association with the approval of the China Exploration & Design Association and the Ministry of Civil Affairs in July, 2009.The Building Environment and Facilities Branch has 65 group member units at present, almost involving all the HVAC engineer-ing design firms in China. Under the supervision of the China Exploration & Design Association, the Branch has strengthening construction and ability based on the Branch's statute and expanding service extent and actively executing function following the principle of providing services, reflecting pursuits and regulating conducts, including extensively promoting information exchange, technology development and consultancy service, vigorously promoting communication and cooperation of designers, researchers and manufacturers, improving academic level of HVAC industry; establishing the official website (www.shejis.com); organizing activities of choosing and awarding excellently designed projects of building environment and equipment engineering; editing and issuing professional journals, such as Building Environment and Equipment published by the Branch, Jiangsu HVAC&R, HVAC Technology published in Shanghai, HVAC published in Fujian, Shandong HVAC, Zhejiang HVAC, Hunan HVAC, Beijing HVAC Technical Information; strengthening information construction, developing and propagating new function software according to development trends of engineering design; and endeavoring to develop the Branch to be a communication platform of professional technology and engineering design experience, a bridge linking the government and enterprises, and a booster of industrial development and market prosperity.

　　The follows are the purpose of the Building Environment and Facilities Branch of China Exploration & Design Association: to observe the constitution, laws, regulations and state policies, persist service for socialism modernization, play a bridge role between the government and enterprises, focus on reasonable utilization of resources, protecting environment, establishing green living and improving working environment, extensively organize member units and technical personnel of HVAC industry, actively promote information exchange, technology development and consultancy service, boost conversion of research achievements into productivity, and urge academic innovation and sustainable development of the HVAC industry.

　　The main tasks of the Branch are as follows:

　　1. To implement industry management and functions authorized by the government authority departments and the China Exploration & Design Association.

　　2. To assist the China Exploration & Design Association to manage the member units.

　　3. To assist the China Exploration & Design Association to choose and award excellently designed projects.

　　4. To observe comprehensively the status in quo and trend in the HVAC industry, collect and utilize the relevant information in technology and management, and realize resource sharing.

　　5. To organize technical presentation, information dissemination, technical evaluation of engineering and products, consultancy service and cooperation activities.

　　6. To edit and issue informational, universal and special journals and technical literatures for promoting industry communication.

　　7. To conduct works entrusted by relevant leading departments according to requirements of national development strategies, key projects and large engineering construction.

　　8. To focus on industrial development and social economic construction and put forward relevant suggestions to government departments.

　　9. To promote international cooperation and exchange in the HVAC field.

　　In the resource-saving and environment-friendly harmonious society, the status and role of the building environment and equipment specialty is irreplaceable and HVAC industry bears a very important social and historical responsibility. The Branch and its member units, with a strong sense of historical responsibility and self-confidence, implement the scientific development concept, exert the lead role of design in the construction according to the themes of energy saving, innovation and practicability, strengthen communication and cooperation of researchers, manufacturers and designers, and promote market prosperity and sustainable development of the industry, for improving the design level of building environment and equipment engineering to the world advanced level and making new contribution in energy saving and emission reduction in engineering construction domain.
